This plan came close to being consummated in 2009 with the full participation of the Haitian government, but voices advised the government that it was not to the advantage of the Haitian people. His latest Op-Ed piece "is designed to undermine a tradition of scholarship which has for decades shown how enslaving and colonizing Africans led to a decline of Africa and an ascendancy of the West."
